According to Ug News Media Europe,”Currently, it is unlikely that the procedure for using the veto right in the UN Security Council will be changed.”Political scientist Rovshan Ibrahimov said this in his statement to “Ug News Media Europe”.According to him, the General Assembly, which proposed discussions on this issue, has only the ability to discuss and make recommendations. But the Security Council cannot change the UN Charter without the participation of the permanent representatives with the right of veto – Russia, France, the United States, China and Great Britain.
The expert emphasized that there are quite a lot of resolutions adopted but not implemented during the period of existence of the General Assembly.”For example, such a resolution has been adopted that developed countries are obliged to help developing and underdeveloped countries to progress because their prosperity is directly related to the resources of former colonies, but no one has taken this resolution seriously so far,” he added. The expert noted that usually people who are not fully informed about how the internal mechanisms of the UN work speculate on this issue.”If reforms were possible, it would have happened during the Cold War,” concluded R. Ibrahimov.
It should be recalled that the chairman of the 77th session of the UN General Assembly stated in his speech that discussions should be held on the use of the veto in the Security Council in April.
According to the resolution adopted by the UN General Assembly in April 2022, a meeting of this body must be convened if any of the permanent member states exercise the right of veto in the Security Council.
