The interview of Farid Shafiyev, Chairman of the Management Board of the Center for the Analysis of International Relations, to “ug news Media Europe Report”.- It was not possible to sign the final peace agreement between Armenia and Azerbaijan this year. What do you think is the main reason for this?-There are a number of geopolitical reasons for this. First, Russia and France had a negative impact on the process. On the other hand, Armenian Prime Minister Nikol Pashinyan is afraid to take a step.
The shooting incident in the Armenian Parliament in 1999 was recently the next anniversary. Then some said that Pashinyan should not forget this incident.

  • So Nikol Pashinyan is interested in achieving peace with Azerbaijan, but avoids external forces?- It’s hard to say that. We must not forget that Nikol Pashinyan claimed that Karabakh is Armenian territory three years ago. He also said that the Khojaly tragedy was caused by Azerbaijanis. We cannot forget them. There is no sign of democracy in Armenia. There is an ethnic-nationalist government in Armenia. But official Iravan understands that there is no end to this road. Economic and military resources do not allow this. Therefore, Pashinyan inevitably has to think about a peace treaty.One of the main topics is the processes taking place around Ruben Vardanyan, who is considered a man of Moscow and who was appointed to the position of “minister of state” in the illegal government of the separatists in Karabakh, which corresponds to the post of prime minister. How realistic do you think it is for the Kremlin to use the Vardanyan card against Pashinyan?
  • It is true, there is such an issue. However, they do not accept Vardanya in Armenia. Even Pashinyan’s wife, Anna Akopyan, expressed critical views about Vardanyan. Vardanyan is trying to establish contacts with the West. He tries to make contact with liberal-minded people, to achieve something. But it will not work, because the Armenian society will not accept it.
  • Azerbaijani Foreign Minister Jeyhun Bayramov said that official Baku is ready to use all platforms for negotiations with Armenia, but biased parties are an exception. Which country is more biased towards achieving peace between Baku and Yerevan?
  • Of course, the first prejudiced party is France. We have repeatedly seen the biased positions of French President Emmanuel Macron, Foreign Minister Catherine Colonnade and others regarding Azerbaijan. Official Paris does not approach the processes objectively. The biggest reason for this is the Armenian lobby and diaspora in the mentioned country.
  • But the US and Russia, co-chairs of the former OSCE Minsk Group, did not approach the conflict objectively in the negotiations that lasted for nearly 30 years.
  • That’s right. But we have to look at the realities. Both are great powers. Besides, Russia is our neighbor. In addition, the White House already understands that this tension is a tool in the hands of Russia to influence both sides – both Baku and Washington. Washington is trying to “weaken the hand” of Moscow by solving the issue between Armenia and Azerbaijan. Therefore, the US wants to solve this issue from a geostrategic point of view.What do you think about the actions of eco-activists on the Khankendi-Lachin road passing through Shusha and the perspective of this process?-This action is a manifestation of the right and justice demand of the Azerbaijani public.The main reason for the actions is environmental problems and illegal exploitation of our natural resources. It should also be taken into account that the corridor of Lachin is used for military purposes. This is contrary to the requirements of tripartite declarations. Everyone should understand that the problem can be solved in its full meaning after the Karabakh region returns to the administrative control of Azerbaijan. Sooner or later it will happen. There can be no talk of peace and security without mutual respect for territorial integrity.
