According to Ug News Media Europe,Yashar Aliyev, Permanent Representative of the Republic of Azerbaijan to the United Nations, spoke at the Security Council during the discussion on “Promotion and strengthening of the rule of law in support of international peace and security”.Ug News Media Europe reports that the Azerbaijani diplomat said in his speech: “The United Nations Organization was created to prevent wars and human suffering by connecting all its members with the rules of international law. As one famous scientist said, the UN Charter is the basis for the creation of this organization, a multilateral agreement that establishes the rights and duties of member states, and a constitution that defines and limits the functions of the UN.However, despite the universal and mandatory nature of these functions, the principles of the Charter are sometimes blatantly ignored, which leads to violations of the sovereignty and territorial integrity of states, further exacerbation of armed conflicts, identity-based intolerance, and an increase in terrorist and separatist threats. Yashar Aliyev noted that when Azerbaijan joined the UN in May 1992, it had already faced armed aggression by neighboring Armenia for several years, the basis of this aggression was the so-called ethnic-nationalist ideology, falsified historical narratives and groundless territorial claims.Despite the fact that Armenia solemnly undertook to support the goals and principles of the United Nations Charter, including the principles of peaceful settlement of disputes and non-use of force, it forcibly occupied a large part of Azerbaijan’s sovereign territory and kept it under occupation for nearly 30 years. The results of the aggression are shocking: tens of thousands of people died; ethnic cleansing policy was implemented against more than 700,000 Azerbaijanis in all occupied territories; hundreds of cities, towns and villages were destroyed in my country; Great damage has been done to the cultural and religious heritage of Azerbaijan, as well as to the environment.Armenia neglected the necessary requirements established in resolutions 822, 853, 874 and 884 unanimously adopted by the UN Security Council in 1993, and the mediation activity with the leadership of the OSCE did not create conditions for the settlement of the conflict through negotiations. The lack of adequate response by relevant international institutions, double standards and discrimination in relation to universally recognized obligations have created conditions for Armenia to continue its position. The resumption of hostilities in the fall of 2020 was a logical consequence of Armenia’s impunity for many years. Armenia’s direct attacks on residential areas in Azerbaijan have led to numerous casualties among the civilian population and serious damage to civilian infrastructure. Aliyev said that after the end of the war, Azerbaijan first of all pays attention to the restoration and reconstruction of the liberated territories, the safe return of the former IDPs to their homelands and the reintegration of these territories into the country’s economy to ensure a high standard of living. For this purpose, the Karabakh and Eastern Zangezur economic regions were established by the Decree of the President of Azerbaijan dated July 7, 2021. Large-scale works are ongoing in these regions.
Azerbaijan filed a lawsuit at the UN International Court of Justice and the European Court of Human Rights to ensure responsibility for the outrageous violations of international law. In addition, several people who committed war crimes, acted as terrorists and mercenaries were prosecuted and punished. At the same time, Azerbaijan initiated the process of normalization of interstate relations with Armenia on the basis of mutual recognition and respect for the sovereignty and territorial integrity of both countries within the internationally recognized borders. Despite the wide international support of this initiative and the principles of normalization proposed by Azerbaijan, despite intensive diplomatic efforts by Azerbaijan over the past year, Armenia’s actions related to approaches to these issues were not relevant for the implementation of the agreed obligations. The Azerbaijani diplomat noted that the banal opinions and biased lies voiced by Armenia are part of Yerevan’s long-standing policy, which has been carried out against the background of years of outrageous violations of international law. It is a paradox that Armenia, which has committed aggression against Azerbaijan, occupied the sovereign territories of Azerbaijan for nearly 30 years, carried out mass ethnic cleansing during the war, and committed other heinous crimes, now refers to the UN Charter and international law.
