KPK Health Department Need to Initiates Inquiry into Senior Chief, Deputy and Assistant Nursing Superintendent’s, Management Misconduct on Record of Major Public Interest.

Peshawar(Special Representative) According to UG News,Following serious situations of unprofessional conduct, mental health concerns, and abuse of authority by Chief/Deputy/Assistant Nursing Superintendents in several hospitals (Maulvi Ameer Ullah Memorial, Fountain Hospital, Children Hospital Haji camp, Maternity Hospital, Naseer Ullah Baber, and multiple DHQs/THQs), the Health Department should form a Rapid Investigation Task Force.
Immediate action is required to suspend the officers implicated in these allegations and to initiate an independent medical and mental-fitness evaluation, along with a comprehensive audit of their qualifications and professional credentials. These steps are warranted in light of repeated reports that certain senior nursing management officers have used abusive language, publicly humiliated registered nursing officers (RNOs) during official hospital rounds with the Chief, Deputy, and Assistant Nursing Superintendents, and have summoned RNOs to their offices for the purpose of verbal harassment and intimidation and forcing them to give them their statement and signatures to them in their favours. Such conduct has created a hostile work environment and constitutes a severe breach of professional ethics, leadership responsibility, and workplace dignity. Furthermore, there are credible concerns that some members of senior management have shielded favored supervisors and colleagues from accountability for neglecting their official duties, engaging in misconduct with patients, and simultaneously holding unauthorized positions—such as Principal, Assistant Professor, or Lecturers in private universities and nursing institutions in exchange for personal or financial benefits. These actions not only compromise the integrity of the public health system but also jeopardize patient safety, undermine staff morale, and erode public trust. It is therefore imperative that policy-makers order an immediate, impartial, and high-level investigation into these allegations and ensure strict enforcement of ESTA disciplinary procedures. Only decisive corrective action, supported by transparent oversight mechanisms, can restore professional standards, protect frontline nursing staff, and reinforce the ethical foundation of nursing leadership. These measures must be complemented by systemic safeguards to restore confidence in nursing leadership, protect frontline staff, and ensure the continuity of safe, high-quality patient care.
Immediate investigation reforms implementation needed for the following
1. Initiate disciplinary proceedings under the Civil Servants Rules, 2020.
2. File harassment cases under the Workplace Harassment Act, 2010.
3. Refer criminal misconduct to police and anti-corruption agencies.
4. Conduct independent psychiatric and medical-fitness evaluations of all named BPS-18/19 officers.
5. Verify academic credentials, PNC registration, promotions, and service records.
6. Audit biometric logs, duty rosters, and attendance compliance for nursing managers.
7. Suspend officers with prima facie evidence of misconduct or unfitness.
8. Revert promotions obtained without merit or required qualifications.
9. Transfer unfit officers to non-clinical roles or place them on medical leave/retirement.
10. Enforce full disciplinary action under relevant laws and rules.
11. Establish an anonymous complaint portal with whistleblower protection.
12. Provide counselling and mental-health support to affected staff.
13. Enforce mandatory biometric attendance, defined job descriptions, KPIs, and 360° feedback.
14. Establish the Rapid Investigation Task Force and issue transparency-focused statements within 7–30 days.
15. Implement long-term reforms including psychometric screening, quarterly audits, leadership development, and a Patient & Staff Safety Charter.
