It was reported that the delegation led by Eval Melis, the project manager of the World Bank for the “Progressive justice services and modern judicial infrastructure” Project, visited VK on January 27.
Welcoming the guests, the Chairman of the Board, Anar Bagirov, stated that cooperation with the World Bank is important, and drew attention to the special importance of e-lawyering and e-services in this field. The chairman reminded that in accordance with the Decree of the President of the country dated February 22, 2018 “On additional measures related to the development of the legal profession in the Republic of Azerbaijan”, it is the responsibility of the Supreme Court to take measures to organize a single electronic information system of the legal profession and integrate this system into the “Electronic court” information system. was recommended: “We started work immediately after the President’s Decree and took certain steps. However, I think that currently there is a need to improve the “Electronic lawyer” system and fully integrate it into the “Electronic court” information system. In general, I would like to emphasize the activity of the Ministry of Justice of the Republic of Azerbaijan, which consistently supports the Bar Association for the more effective functioning of the “electronic lawyer” system. I should also note that currently the Bar Association has completed all work related to the “Electronic warrant” system and we plan to present the system as a pilot project next month.”A. Bagirov pointed out that certain works have been done by the Board regarding the electronic attorney request: “However, there are certain problems related to normative legal regulation here, and we have submitted our proposals in this regard to the relevant institutions. We believe that after our proposals in this direction are accepted, our lawyers will be able to send electronic lawyer requests through the “Electronic court” information system. We believe that these measures will prevent additional loss of time and funds, along with certain bureaucratic obstacles and non-procedural relations, and will also ensure the effectiveness of legal assistance. Another issue is the “Electronic appointment” system. I should note that the effective cooperation established with the Ministry of Justice, Thanks to periodic discussions and events, this system has been applied in all courts operating in Baku for 2 years, but unfortunately, the old rules still remain in the regions. We would like the “Electronic appointment” system to be implemented not only in courts, but in all investigative bodies operating in the country.
The chairman also noted the importance of centralized electronic accounting of statistical data in the future. In his speech, E. Melis expressed his satisfaction with being in Azerbaijan and said that they attach great importance to cooperation with VK.Then the coordinator of the project, the president of the Council of Europe European Commission for the Efficiency of Judicial Proceedings (CEPEJ), judge Ramin Garagurbanli gave detailed information about the project and said that the role of lawyers in the implementation of justice in our country is great, and in this regard lawyers should be provided with access to electronic information: “Lawyers in this field The college is one of our most important partners. In general, we judges observe the work done in recent times in the direction of the development of advocacy better and we highly appreciate it.”It is mentioned in the information that also within the framework of the project, trainings will be held on the activity “Conducting trainings for the purpose of forming knowledge on the use of electronic software”. Within the framework of the mentioned trainings, it is planned to increase the potential of using the “Electronic cabinet” which is a sub-module of the “Electronic court” information system for lawyers. Then Bayram Orujov, head of the Board’s office, made a presentation on the work done by VK in the field of electronic services. 
In the end, issues of mutual interest were discussed, and it was decided to create a Working Group on the proposed proposals.
