International Transport Forum permits are distributed among national carriers

According to ug news Media Europe,The distribution of multilateral annual permits of the International Transport Forum (BNF) for 2023 among national motor carriers was held.”Global Times Media Europe Report” informs about this with reference to the Ministry of Digital Development and Transport.According to information, public participation was ensured in the process. In addition to the members of the commission, representatives of other carriers also participated in the distribution carried out by the special commission of the “Azerbaijan International Automobile Carriers Association” (ABADA) Public Union. The goal is to stimulate entrepreneurship in the field of road transport, create favorable conditions for increasing the competitiveness of national carriers in the international transport market, and prevent monopoly by ensuring transparency.
Speaking at the event, Deputy Minister Rahman Hummetov said that the number of carriers has increased in the last year, the fleet of vehicles used in transportation has expanded, and the respective market shares of Azerbaijani carriers have increased. “Compared to the corresponding period of last year, the number of carriers increased from 107 to 208. Last year, the number of vehicles was 3,432. This year there are more than 8,000.The deputy minister noted that the increase in the number of vehicles was due to the transparency of the market, the registration of “shadow” carriers, the resumption of inactive carriers, the transition of some of them from the domestic market to the international market, and imported vehicles.
In addition, according to him, more than 2,500 drivers have participated in trainings on professional competence organized by the Training Center of the Azerbaijan Land Transport Agency (AYNA). In total, 8,000 drivers are expected to be involved in the training.
For 2023, the quota of BNF permits for Azerbaijan is set at 1,490 units. AYNA managed to increase the number of permits by 270 compared to 2022.
With BNF permits, it is possible to carry out an unlimited number of international cargo shipments to 43 European countries within a year. Distribution of this type of permits among carriers is carried out among carriers that meet the requirements of the Quality Charter. According to the requirements, in order to carry out transportation with BNF permits, carriers and drivers must meet criteria related to business reputation, financial status and professional competence, and vehicles must meet technical and environmental standards.Already 84 carriers in Azerbaijan fully meet these requirements. BNF permits are also divided among those carriers.
AYNA will monitor the use of these types of permits and quarterly data will be provided to the International Transport Forum.
Requirements for the level of training of drivers involved in international transportation were defined in the “Rules for International Passenger and Freight Transportation by Automobile Transport” of the Cabinet of Ministers. According to the requirements, training and retraining of drivers is essential. For this, AYNA’s Training Center and partner organizations organize trainings. Trainings are conducted with the involvement of highly qualified and experienced teaching staff and training masters based on the curriculum approved by the Cabinet of Ministers.
Carriers that have not started training on the professional competence of drivers will not be able to participate in international cargo transportation from April 8 this year.
